No operator yet

Add a setup token to admin/data/config.local.php (over SFTP is fine), then reload this page:

With a shell you can instead run php admin/app/tools/operator.php create <username>.

Create the first operator

Then sign in and set up your authenticator. Remove the setup token afterwards.
